Content and Structure
Goal: Build a solid foundation in risk prevention and disaster management with a European and international focus
What you’ll learn:
- Key strategies, concepts, and models in risk and disaster management, including global change, impact chains, and forensic analysis
- The risk cycle: phases, terminology, and practical application (risk, vulnerability, resilience, risk governance)
- Working with spatial–temporal baseline data and spatial visualizations for prevention and analysis
- Digital and new media in the context of risk prevention and disaster management
- Analysis of vulnerability and resilience factors
- Leadership and complexity in disaster contexts
- Trends in disaster risk management and civil protection
After the Microcredential you will be able to explain disaster risk management as a continuous, integrated process; situate its historical evolution; identify and use key data sources; apply precise terminology; and critically analyze vulnerability, resilience, and spatial data for effective risk prevention.

- Vulnerability & Resilience: Social, Psychological & Economic Aspects – 4 ECTS
- Trends in Disaster Risk Management & Civil Protection – 2 ECTS
- Disaster Management – Foundations & Good Practice – 2 ECTS
- Leadership & Complexity in Disaster Management – 5 ECTS
Goal: Build the skills to assess multiple hazards and interacting risks, and translate results into evidence-based disaster risk reduction and decision-making.
What you’ll learn:
- Key concepts and frameworks of multi-hazard and multi-risk assessment
- How different hazards interact and evolve dynamically over time and space
- Data requirements and sources for multi-hazard risk assessments; working with databases and software tools
- Qualitative and quantitative approaches to assess hazards, exposure, vulnerability, and risk
- Comparing methods, understanding strengths, limitations, and uncertainties
- Risk metrics: explanation, interpretation, and use across applications
- Post-disaster assessment technologies and links to health impacts
- Risk perception, risk evaluation, and risk communication
- Applying your knowledge in a project relevant to your professional context
After the Micorcredential you will be able to identify hazard types and their interactions; specify data needs at different scales and for different purposes; use existing databases and tools to assess multi-hazards and risks; evaluate uncertainty; interpret risk metrics; assess dynamic components of hazards, exposure, vulnerability, and risk; and apply findings to real-world DRR planning and decisions.

- Exposure, Vulnerability and Risk Assessment – 5 ECTS
- Project: Applying Risk Assessment for Risk Reduction – 5 ECTS
Goal: Understand and navigate the legal, institutional and geopolitical frameworks that shape international disaster management, and apply them ethically and effectively across borders and sectors.
What you’ll learn:
- The roles of key institutional actors at global and regional levels, and how coordination and standardization mechanisms work
- International legal and operational frameworks across the disaster cycle, including multilateral agreements, binding law and soft-law instruments
- How to identify, interpret and apply relevant legal foundations and standards in practical disaster scenarios
- Social, physical, technical, geopolitical and normative risk factors—and their implications for resilience and crisis communication with diverse stakeholders
- How to assess emergency management issues from national, European and international perspectives
- Established and innovative tools and techniques from practice and literature to strengthen cross-border, cross-sector and interagency cooperation
- The European Civil Protection Mechanism (UCPM): legal basis at EU and member state levels; objectives, principles, instruments and working methods; application in practice through case studies
- Regulation and management of specific risks and emerging threats in Europe
- Urban Search and Rescue and Host Nation Support: concepts, coordination and field application
After the Microcredential you will be able to analyze legal and institutional landscapes for disaster prevention, preparedness, response and recovery; evaluate geopolitical dimensions of risk and cooperation; communicate risks and decisions with diverse stakeholders; and make well informed, ethical and responsible decisions that promote sustainable outcomes for communities and organizations in line with national and international governance frameworks.

- The International Legal Framework for Disaster Response and Recovery Activities – 2 ECTS
- The International Legal Framework for Disaster Prevention and Preparedness Activities – 2 ECTS
- Integrated Global and Regional Disaster Management: Key Actors and the UCPM – 2 ECTS
- Urban Search and Rescue and Host Nation Support – 5 ECTS
- Regulation and Management of Specific Risks and New Threats in Europe – 4 ECTS
Goal: Design, implement and stress test business continuity and resilience strategies across sectors — integrating digital transformation, hybrid threats and geopolitical dynamics to sustain critical functions in crises and polycrises.
What you’ll learn:
- Principles, processes and terminology of Business Continuity Management (BCM); how to analyze and evaluate existing BCM strategies
- How to design and implement effective continuity strategies in public, private and non profit organizations
- Digital technologies and hybrid threats in public governance and societal security; consequences of insufficient adoption and cyber enabled disruptions at national and EU levels
- Scenario based planning and the integration of risk assessment tools and geopolitical analyses for complex decision making in crisis management and cross sector emergency response and recovery
- Interdisciplinary approaches to strengthen community preparedness, civil protection and environmental security for long term crises and polycrises across borders
- AI in BCM and societal security: from automated assessments to ethical, trustworthy use amid misinformation and disinformation
- Personal and team resilience: stress management, self care and high performance teamwork under pressure
- Implications of armed conflict for business continuity and societal resilience; strategies to maintain critical infrastructure and essential services
- The role of digital technologies and hybrid threats in disaster management during armed conflicts
After the Microcredential you will be able to explain and apply core BCM principles; critically assess and implement BCM frameworks across organizational contexts; evaluate the security implications of digital transformation and hybrid threats; integrate AI responsibly in crisis management; combine scenarios, risk tools and geopolitical analysis to support decisions; enhance community and environmental security in cross border settings; lead and communicate effectively under pressure; and maintain continuity of critical services in conflict affected environments.

Requirements
To be admitted, you need a university degree (Bachelor-, Master-, Diploma- or PhD program - min. 180 ECTS Credits) OR at least five years of relevant work experience and a general university entrance qualification. Relevant academic backgrounds include geography, political science, law, security studies, environmental studies, risk and disaster management, engineering, urban and regional planning, public administration, international relations, sociology, anthropology, public health, economics and social work, as well as other related disciplines connected to disaster risk management, civil protection, climate-related risks or humanitarian aid.
All courses are held in English. Therefore you need sufficient English skills in order to follow and actively participate in the courses (min. B2)

After the application deadline, the Academic Director will review all submitted documents. If the admission requirements are met, the application is evaluated in terms of content. If anything is unclear, you will be invited to a personal interview. A decision on admission is then made.
